The pickup location is at a gas station shared with Avis, but there are no Budget signs. Even the gas station staff hadn't heard of Budget. I later found an Avis employee who informed me it was indeed the right place. The Avis staff was very polite but unfamiliar with Budget's system, leading to a long delay.
